Gamera is a formidable foe, but Godzilla would eventually come out on top. Godzilla beats Gamera in basically everything besides speed and agility. There isn't really much Gamera can do to seriously harm Godzilla. He can't even eat his fire breath because Godzilla doesn't breath fire.
